Algeria- Today, Thursday, November 15, 2018, the 2019 Finance Bill (PLF 2019) will be voted. After two plenary sessions and clarifications by Finance Minister Abderrahmane Raouya and a review of the amendments proposed by the AFN Finance and Budget Committee last Tuesday, parliamentarians will have to go for approval.
It is important to note that the bill provides for growth of 2.9% for the 2019 fiscal year, compared to growth of 3.2% excluding hydrocarbons. Developed on the basis of a reference price of 50 dollars (USD) / barrel of Algerian oil "Sahara Blend" and on the basis of the market price at 60 Usd.
As far as the Algerian dinar's exchange rate is concerned, it should be around 118 dinars / dollar, the average annual price for the period 2019-2021, with inflation of 4.5% in 2019 and 3.9% in 2020 and 3.5% in 2021.
The text, which does not include new taxes or tax increases, should go smoothly with some amendments.
