Algeria – The Minister of Housing, Urban Planning and the City, Abdelwahid Temmar, said Thursday that the measures for the acquisition of rural housing will experience additional facilities in the future to encourage this formula which is part of the development of rural areas and the sedentarisation of their inhabitants.
In a plenary session of the National People's Congress (NPC), devoted to oral questions, Mr. Temmar said that these facilities which aim to reduce the measures of acquisition of rural housing, consisted of reducing the number of installments that will be subject to revision.
To a question from a member of Parliament, the Minister indicated that these facilities will allow the allocation of assistance to recipients in two installments. The first part of a rate of 60% of the total amount of the aid, which will be given after the realization of the launching of the foundations of the housing, while the second part (40%) will be paid during the realization of the construction works Pillars.
This measure aims, according to the first person in charge of the sector, to rationalize state expenditure, on the one hand, and to guarantee the use of the aid to the rural habitat for the construction of a housing really intended for a rural family.
The Minister argued that the question of the validation of the ownership of land remained the "indispensable and unavoidable condition" to avoid any possible litigation, adding that this measure was part of the prerogatives of Communal Popular Assemblies (PCA) and Local Government
