An ambitious medium-term development program has been drawn up by the Ministry of Energy to meet the needs of the national energy market and increase export earnings, Guitouni said.
The program also aims to expand exploration activity by reducing the cost of production and improving the exploitation of oil fields, which will strengthen, the Minister continues, the production of hydrocarbons to medium and long terms.
In order to meet the growing needs of the domestic energy market, the Minister stated that his sector is working to develop processing activities through the completion of new petrochemical projects and the completion of the rehabilitation and renovation program. of the Algiers refinery, with the aim of increasing refining capacity from 2.7 million tonnes / year to 3.65 million tonnes / year.
The Minister reported, in this regard, launching a tender for the completion of new refineries in Hassi Messaoud and Tiaret to enter into service in 2022, with a refining capacity of 5 million tonnes / year each
In this regard, Mr. Guitouni said that the refining capacity will, thanks to these achievements, from 29.62 million / year to 40.565 million tonnes / year, in the medium term.
In order to improve the quality of this service, the Minister indicated that the marketing and distribution company "Naftal" had planned several projects to increase storage and distribution capacity by creating new means like the distribution stations.
With regard to investments in the field of hydrocarbons, the Minister reported an amount of US $ 59 billion allocated mainly to research and exploration activities for the period 2018-2022.
At this meeting, the Minister revealed that electricity generation capacity has reached a stability reaching 18 thousand MW at the end of September 2018, adding that his sector will strive to reinforce these capacities with the entry into service new stations with a capacity of 8,000 MW in 2022.
Guitouni also reiterated the determination of his sector to continue the application of the renewable energy program to produce 22,000 MW in the medium and long term, and this, he added, building on on the national industry.
He further indicated that the Electricity and Gas Regulatory Commission will, in the near future, launch a call for tenders by way of auctioning for the production of a number of production stations. electricity by means of solar energy with a total production capacity of up to 150 MW.
In this context, Mr. Guitouni explained that Sonatrach was also counting on the renewable energy sector as part of its 2030 strategic vision, saying that this group had drawn up an ambitious program for certain industrial sites in the hydrocarbons sector to cover 80 % of the electricity needs of the oil sites.
This program, which will produce 1.3 GW, will produce 1 billion m3 of gas per year, Guitouni said, adding that the volume will be used exclusively for export. This program will be accompanied by operations to promote energy control and rationalization of consumption by making energy efficiency in structures and homes, he concluded.
